  17. <p>The Russian Cabinet changes, but not enough to please parliament

  19. <p>     Nine days of suspense over the makeup of Russia's new
  20. government finally broke: President Boris Yeltsin's key
  21. reformist ministers will keep their jobs after all. Yeltsin's
  22. abrupt abandonment of his acting Prime Minister, free-market
  23. maven Yegor Gaidar, made the announcement a relief for those who
  24. feared that the Russian President was forsaking the country's
  25. radical reform path altogether. Among the key players from the
  26. Gaidar team retaining their posts are Deputy Prime Ministers
  27. Alexander Shokhin and Anatoli Chubais. Foreign Minister Andrei
  28. Kozyrev was also kept on. No changes were announced in the key
  29. Interior, Defense and Security ministries.

  31. <p>     With so little changed in the lineup, Yeltsin is bound to
  32. face more battles with the conservative parliament, which
  33. marked its petulance by passing a law last week on government
  34. structure, rejecting the President's request for ultimate
  35. executive authority. Under the circumstances, such legislation
  36. appeared little more than a reflection of reality.
